ST. LOUIS –Central States Water Resources(CSWR), one of the 15 largest investor-owned water and wastewater utilities in the U.S., today announced that veteran utilities attorney Dave Woodsmall has joined the company as associate general counsel.
Woodsmall brings 30 years of legal experience, much of it working with utilities and state utility regulatory agencies.
“Dave is an excellent attorney with extensive knowledge of utility rate-making, tariffs and many of the issues we manage each day,” said Russ Mitten, CSWR general counsel. “Having someone with his expertise will be essential as our growth continues and we work with various regulatory bodies in working to bring clean and reliable water and wastewater to every community we serve.”
A native of Missouri who received his law degree from the University of Missouri – Kansas City, over the past 15 years, Woodsmall has represented commercial and industrial customers in negotiating rates and other issues with utility service providers and state regulatory commissions.
“It was an intriguing opportunity to work on the other side of the coin,” said Woodsmall, who is relocating from Jefferson City to St. Louis. “I really like the idea of working for a scrappy company trying to drive change and help people get safe and adequate service.”
